Recent changes in Russian rules and regulations could have affected the normal course of business of Your company in Moscow.

Note 1. The Moscow Migration Service has announced that all representative offices of foreign legal entities, including those that are engaged in non-commercial activities, will be required to get work permits for their foreign employees.
The requirement for permission from MMS has been imposed by Decree No.2146 of the President of Russian Federation dated 16.12.1993, and confirmed by the Order of Moscow Mayor ¹ 183-PM of 05.03.1999, and such permission is to be received before a legal entity can hire expatriate employees.

Note 2. The Instruction of the State Customs Committee No.01-14/233 dated 19.02.1999 effective from April 1st 1999 abolished the RF State Customs Committee Ruling No.01-12/1276 of 11.10.1994 "On special considerations for applying customs temporary import (export) rules to goods temporarily imported into the territory of the Russian Federation by representative offices of foreign companies, banks and organizations".
Goods or vehicles imported for use by companies under the 1994 Instruction should be re-exported before the end of their temporary import period or released into free circulation.
